First of all make the system Unicode enable of which procedure is given below in Annexure I & II

Why Web Site in Unicode?
To develop Web Site in Non Unicode Fonts, we need to create EOT (Embedded Open Type Fonts) for Internet Explorer Browser and there is no alternative for other browsers like Mozila Firefox, Opera, Chrome, Safari, Netscape etc.
How to covert already developed Hindi website in Non Unicode fonts like Akshar, ISM, Kruti Dev, APS etc. to Unicode Fonts
Go to http://ildc.in site and click on Hindi. then click download and select option 5 "सार्वत्रिक हिन्दी फॉन्ट कोड एवं भंडारण कोड परिवर्तक" Download Parivatak and Install it on the System. With the help of Parivartak software one can convert non Unicode document to Unicode. (supported format: *.rtf, *.doc, *.xls)

Go to http://bhashaindia.com site and click on Tools and Resources. then click on TBIL Converter 3.0, download it on the system and Install. With the help of TBIL software one can convert non Unicode document to Unicode. (Supported format: *.txt, *.doc, *.docx, *.xls, *.mdb and sql databases)
How to convert Script in Unicode Fonts -
Open all the Hindi HTML pages one by one in any editor like Front page/Notepad and insert the UTF-8 between the <head> and </head> tags

This code you have to include on all hindi HTML pages.
Annexure I
How to enable Indic Languages in Windows XP Operating systems
1. Go to Start -> Control Panel -> Regional & Language Options - >
Click on Languages Tab
Tick the Check box to Install files for complex scripts
2. Click OK
3. You will be required to place the XP CD in the CD drive to enable Indic languages including Hindi
Reboot the System
How to install Hindi Indic IME 2 (For Remington, Inscript, Phonetic keyboard layouts)
Visit http://bhashaindia.com
• Click on TOOLS & RESOURCES >> Indic IME 2 (Hindi 32 bi)t
• A zip file will be downloaded.
• Unzip the folder and Run or double click Hindi Indic Input 2 Setup. Once the installation process is complete, Hindi Indic Input 2 has been successfully installed will be displayed.
How to install Visual Hindi Transliteration keyboard
• Click on Microsoft Indic Language Input Tool >> Install Desktop version >> Click on Install Now
• Unzip the folder and Run or double click Hindi.exe Setup. Once the installation process is complete, Microsoft Indic Language Input Tool has been successfully installed will be displayed.
Enabling Hindi Indic Input 2 on all Applications
1. Control Panel - > Regional and Language Options - > Languages
2. Select Details tab and then Advanced tab
3. Select the check box to turn on Advanced text services in Notepad and other programs.
How to use Hindi Indic Input 2
• Start the Office application.
• From the System tray Click on EN or Press Keyboard’s left side ALT+Shift to toggle between EN (English) and HI (Hindi).
• Select Hindi Input 2 from the shortcut menu that appears. The PC is now ready to start typing in Hindi, Select Keyboard of your Choice.
Annexure II

Click on TOOLS & RESOURCES >> Indic IME 2 (Hindi 32 bit)
Unzip the folder and Run or double click Hindi.exe Setup. Once the installation process is complete, Microsoft Indic Language Input Tool has been successfully installed will be displayed.
